On Friday, A congressional committee quietly passed a Homeland Security bill called the PCNAA Bill. PCNAA stands for Protecting Cyberspace as a National Asset Act. This bill, as a form of “security” give the President the authority to turn off the Internet if there is a cyber attack that could result in massive damage or loss of life.

The Internet kill switch would give the President authority to shut down any part, if not all of, the Internet in the case of a breach of security. The bill also has created yet another branch of the government called the National Center for Cybersecurity and Communications (NCCC) which will be run through Homeland Security.

The NCCC will have the authority to make broadband providers, search engines and software firms immediately comply with any emergency action set forth by Homeland Security. The bill will also give the NCCC the authority to demand certain internet based companies share information with the federal government. All types of companies listed under the bill must also provide, in writing, to the NCCC the security measures they have implemented to protect their websites and await approval by the government.

The kill switch bill is a product of Joe Liberman and will, in effect, take away many of the freedoms associated with the Internet.

  1. Freedom is something leaders, kings and emperors, can give out or withold through patronage. It gives the illusion of ‘freedom.’

    Liberty, on the other hand, represents the human spirit, voice and influence…the things leaders fear the most.

    Encroaching on attempting to silence the human voice will never remove the illusion of freedom of speech…but, it impacts the very tenets of liberty and human spirit.

    If a leader can sacrifice soldiers to die for a freedom that does not exist…what indeed are they capable of doing to the human spirit.

    Passing the internet kill switch legislation was a big mistake. Are you out of your minds? Please repeal this legislation immediately and monitor all legislation passed for Constitutionality. People in all legal jurisdictions, all American cities, need to monitor all municipal, state and federal legislation to make sure it does not effectively paper over USA voters’ Constitutional rights. If Legilation is passed that is unconstitutional it must be repealed by legal methods in place in each jurisdiction, city, to repeal unconstitutional legislation be it referendum or other wise. If there is not legal process to repeal legislation determined by American voters of any city to be unconstitutional, the voters need to, with legal experts, design and implement a legal process by which to repeal any and all legislation they determine, in a legal, constitutional process, to be unconstitutional. American voters are letting their Constitutional rights be legislated away from them and they need to be responsible participants in their representative form of government before they lose it unnecessarily.
