Canadian Prime Minister Stephen Harper is leading a celebration delegation including Quebec Prime Minister Jean Charest and French Prime Minister Francois Fillon.

The 400th anniversary marks the anniversary of the French Explorer Samuel De Champlain that founded what later has become modern day Quebec City on July 3rd, 1608.

There is scheduled to be a formal ceremony at the Champlain Statue on Dufferin Terrace located next to the Chateau Fontenac Hotel, where Winston Churchhill, Mackenzie King and Franklin Roosevelt planned the D-Day operation that led to the winning of World War II.

Some of the festivities may be disrupted however, as there are rumors of demonstrators that may try to disrupt part of the festival activities.

The protesters are said to be planning to gather to protest federalism, and also the Canadian involvement in Afghanistan and Iraq.

With luck their involvement and protest level will be small, and the overall celebration will be able to continue at full speed. More than 1500 Canadian Soldiers are expected to be part of the overall parade today.
